So next year at the beginning of May the SEV and taxable value will both become $150,000 (unless the city assessor raised the SEV). ?The State equalized value and taxable value becomes the same number. So when you look at a property tax statement the main number you want to look at as a homeowner is the TAXABLE VALUE. That is the number you times by the millage rate to get the Michigan property number you owe.

TAXABLE VALUE X MILLAGE RATE = PROPERTY TAX OWED

Then after the first year taxable value resets the taxable value will go up the lesser of 5% or rate of inflation. But Taxable value can go down if SEV goes down to below taxable value or equal to taxable value. ?This can be complicated, so make sure you research your situation.

Body of India rape victim cremated in New Delhi

NEW DELHI (Reuters) - The body of a woman, whose gang rape provoked protests and rare national debate about violence against women in India, arrived back in New Delhi on Sunday and was cremated at a private ceremony.

Scuffles broke out in central Delhi between police and protesters who say the government is doing too little to protect women. But the 2,000-strong rally was confined to a single area, unlike last week when protests raged up throughout the capital.

Riot police manned barricades along streets leading to India Gate war memorial - a focal point for demonstrators - and, at another gathering point - the centuries-old Jantar Mantar - protesters held banners reading "We want justice!" and "Capital punishment".

Most sex crimes in India go unreported, many offenders go unpunished, and the wheels of justice turn slowly, according to social activists, who say that successive governments have done little to ensure the safety of women.

The unidentified 23-year-old victim of the December 16 gang rape died of her injuries on Saturday, prompting promises of action from a government that has struggled to respond to public outrage.

The medical student had suffered brain injuries and massive internal injuries in the attack and died in hospital in Singapore where she had been taken for treatment.

She and a male friend had been returning home from the cinema, media reports say, when six men on a bus beat them with metal rods and repeatedly raped the woman. The friend survived.

New Delhi has the highest number of sex crimes among India's major cities, with a rape reported on average every 18 hours, police figures show. Reported rape cases rose by nearly 17 percent between 2007 and 2011, according to government data.

Six suspects were charged with murder after her death and face the death penalty if convicted.

In Kolkata, one of India's four biggest cities, police said a man reported that his mother had been gang-raped and killed by a group of six men in a small town near the city on Saturday.

She was killed on her way home with her husband, a senior official said, and the attackers had thrown acid at the husband, raped and killed her, and dumped her body in a roadside pond.

Police declined to give any further details. One officer told Reuters no criminal investigation had yet been launched.

"MISOGYNY"

The leader of India's ruling Congress party, Sonia Gandhi, was seen arriving at the airport when the plane carrying the woman's body from Singapore landed and Prime Minister Mannmohan Singh's convoy was also there.

A Reuters correspondent saw family members who had been with her in Singapore take her body from the airport to their Delhi home in an ambulance with a police escort.

Her body was then taken to a crematorium and cremated. Media were kept away but a Reuters witness saw the woman's family, New Delhi's chief minister, Sheila Dikshit, and the junior home minister, R P N Singh, coming out of the crematorium.

The outcry over the attack caught the government off guard. It took a week for the prime minister to make a statement, infuriating many protesters. Last weekend they fought pitched battles with police.

Issues such as rape, dowry-related deaths and female infanticide rarely enter mainstream political discourse.

Analysts say the death of the woman dubbed "Amanat", an Urdu word meaning "treasure", by some Indian media could change that, though it is too early to say whether the protesters can sustain their momentum through to national elections due in 2014.

U.N. Secretary General Ban Ki-Moon added his voice to those demanding change, calling for "further steps and reforms to deter such crimes and bring perpetrators to justice".

Commentators and sociologists say the incident earlier this month has tapped into a deep well of frustration many Indians feel over what they see as weak governance and poor leadership on social issues.

Newspapers raised doubts about the commitment of both male politicians and the police to protecting women.

"Would the Indian political system and class have been so indifferent to the problem of sexual violence if half or even one-third of all legislators were women?" the Hindu newspaper asked.

The Indian Express said it was more complicated than realizing that the police force was understaffed and underpaid.

"It is geared towards dominating citizens rather than working for them, not to mention being open to influential interests," the newspaper said. "It reflects the misogyny around us, rather than actively fighting for the rights of citizens who happen to be female."

Last Thursday, a Chinese court ruled Apple to pay 1.03 million Yuan, or about $165,000, to a group of writers. The said writers claim that their work was pirated and sold through the App Store.

Apple vs. CWWCS

A judge from Beijing?s Second Intermediate People?s Court found Apple to be liable for the sale of unlicensed works by eight local writers. According to a report from The Wall Street Journal, the unlicensed works were repurposed as an application and was distributed through the App Store.

Attorneys for the writers also argued that the software available on Apple?s App Store contains unlicensed digital copies of their books.

In relation to this, the fine will be meted out to the group of writers and two companies involved in the case. However, last Thursday?s decision is far from the requested compensatory damages claimed by the China Written Works Copyright Society (CWWCS). The group of writers filed a revised claim in February, which asks for 23 million Yuan or almost double the original claims.

Prior to this, the group asserted that the iPhone maker is aware of the pirated versions since July 2011. However, they were slow to remove the offending apps from their online store. The Cupertino-based company is said to have informed the group to contact the developers of the pirated app, but it was not verified.

On the other hand, Apple said that they are taking ?copyright infringement complaints very seriously.? They also added that their service is always updated to ?better assist content owners in protecting their rights.? Moreover, the company requires its developers to sign an agreement, which says that they hold the rights to the app material before bringing it to the App Store.

More Legal Disputes in China

This is the second time that Apple has to face a Chinese copyright-related loss for the past three months. Last September, the same Beijing court ruled that the company must pay $82,600 for selling unauthorized digital copies of a popular Chinese language encyclopedia.

In addition, they had a legal dispute in China last July, wherein they agreed to pay $60 million to a local arm of a Hong Kong company. The agreement is meant to settle a trademark dispute over the ?iPad? name.

Regardless, China has become a significant market for Apple, wherein their products are seen as aspiring. In fact, the company?s sale in the country for the fiscal year through September was $5.7 billion, or about 16 percent of its worldwide total.

Iran to move airport after oil found under runway

AFP - Iran plans to relocate an airport in the southwest of the country after discovering oil deposits under its runway, media reported on Saturday.

The National Iranian Oil Company "intends to buy Ahvaz airport due to the existence of oil deposits under the airport's tarmac," the state broadcaster's website quoted Mohammad Rasoulinejad, managing director of the Iranian Airports Company, as saying.

"The government has approved the relocation of the airport," Rasoulinejad said, adding that the new airport will be built 15 kilometres (9 miles) from the city.

He did not give any details about the oil deposits.

Rasoulinejad said that the airport is among "the country's busiest" with some 30 flights per day, adding that relocating it would also enable its much-needed expansion.

The NIOC did not comment on the government's decision.

American Airlines pilots approve MOU for agreements under merger

NEW YORK (Reuters) - Union leaders who represent American Airlines pilots approved a tentative agreement Saturday for how the airline could merge with US Airways.

The board of the Allied Pilots Association (APA) said it voted 11-5 to approve a so-called memorandum of understanding that, with approval of other parties, "would serve as a framework for an agreement" if the airlines merge.

The union declined to provide details of the agreement, citing a non-disclosure agreement it sign as a party to the merger talks.

American, which is restructuring in bankruptcy court, is in talks to merge with US Airways. American could merge as part of the structuring process or exit bankruptcy and then decide whether to merge. A merger could be announced as soon as January 9, when AMR's board is due to meet.

A framework for the unions' labor agreements are a crucial part of the merger discussions. The APA said it is in talks with officials from American's parent, AMR Corp, US Airways and the US Airline Pilots Association, which represents US Airways pilots. Also included in the talks is the Unsecured Creditors Committee, which represents creditors of American.

Lisa Firestone: 5 Achievable Resolutions for a Longer, Happier Life

Resolutions are notorious for falling by the wayside a few months or even days into the New Year. A 2012 University of Scranton study revealed that only 8 percent of people who make New Year's resolutions are successful in achieving them. This low success rate may relate to the fact that many of us are more inclined to center our resolutions on self-criticism than on real aspirations or desires. Rarely do we set a goal to spend more time joking around with friends or listening to music we enjoy. Rather, our resolutions tend to focus on "fixing" our flaws or "correcting" our failures. This negative viewpoint comes from a "critical inner voice" we all possess that alerts us of what we need to fix, while reminding us that we won't succeed. Filtering our personal goals through this critical lens only sets us up for failure. With that in mind, this year, I want to propose a new list of deeply rewarding and reachable resolutions. These activities have been proven to benefit us on every level, increasing both the quality and length of our lives.

Be More Mindful: Mindfulness meditation is an amazing method for learning to live in the moment. We do not exist in the future or in the past, yet many of us spend most of our time worrying about one or the other. By paying attention to the present with purpose and without judgment, we make the most of every minute we have. A 2009 article in the Annals of the New York Academy of Sciences posed, "Meditation practices have various health benefits including the possibility of preserving cognition and preventing dementia." In addition to potentially sustaining brain functionality, new studies have suggested that mindfulness meditation may slow the rate of cellular aging. The evidence that meditation practices may actually increase our lifespan should give us that extra incentive to take this time for ourselves. Exercise for a Healthy Mind: Staying fit and healthy may have been the fifth most popular resolution in 2012, but the goal of exercising has more rewards than what meets the eye. In 2011, interpersonal neurobiology expert Dr. Daniel Siegel and co-founder of the NeuroLeadership Institute Dr. David Rock developed The Healthy Mind Platter, a regimen that consists of "seven daily essential mental activities to optimize brain matter and create well-being." One of these activities involves "physical time," in which people move their bodies aerobically in order to strengthen the brain. Exercise doesn't just make us stronger physically, but mentally as well. Aerobic exercise has been proven to help fight stress and depression. Keep your mind sharp and your spirits lifted by making it a part of your life.

Sleep the Right Amount for You: While eating right and exercising more are almost always on our agenda, we rarely give sleep the weight it deserves when it comes to our wellness and well-being. According to William C. Dement and Christopher Vaughan, the authors of The Promise of Sleep, "Healthful sleep has been empirically proven to be the single most important factor in predicting longevity, more influential than diet, exercise, or heredity." In their book, the authors correlate ignoring sleep with heart disease, traffic accidents, and "immeasurable mental and psychological disadvantages." Additionally, research shows that sleep loss hurts our cognitive performance, while a healthy amount of sleep improves cognition. So while it may not feel intuitive or productive, getting the right dose of rest is something we all should add to our agenda. Differentiate From Your Past: The end of the year tends to be a time for reflection. We may start to look at the worst traits we possess or the things we most want to change in ourselves. As we do this, it's important to continuously ask ourselves, "Who do I want to be?" "Whose life am I really living?" "Why do I make the choices I make?" "What actions would I be taking if I were acting based on my real wants and desires?" Without us even knowing it, so many of our behaviors are based on harmful influences from our past. We may imitate influential caregivers, adopting their attitudes or outlook. Or we may act in ways that are reactive to old experiences. Behaviors we adopted as children in response to a negative interpersonal environment can hurt us adults, especially in conditions where these behaviors are no longer adaptive.

For example, if we grew up with people who often let us down, we may be hesitant to trust anyone. If we grew up feeling under pressure and pulled on by our parents, we may feel easily overwhelmed or intruded on. It's important to identify what parts of our personality reflect who we want to be and what parts represent a negative reflection of our past. Once we identify these patterns, we must make a conscious effort to separate from these (often subconscious) influences. Studies have indicated that the more adverse childhood events you experience, the more likely you are to contract disease later in life. Thus, for both physical and mental reasons, it is vital to face the ways we've been hurt in the past and to separate from their still destructive influences in the present. By shedding these imposed layers, we can ultimately unveil who we really are. You can learn more about this process of differentiation at PsychAlive.org.

Challenge Your Inner Critic: To make any of our resolutions a success means challenging our "critical inner voice." This voice will shoot us down when we achieve victory with comments like, "So what if you lost weight? You'll never be able to keep it off." Or it will lure us to act in self-destructive ways, "One cigarette won't hurt you. Who cares what you do anyway? You should just make yourself feel good." This inner critic is formed from negative experiences and attitudes we were exposed to early in life, and it continues to be shaped throughout our growth.

The more we act according to the dictates of our critical inner voice, the louder and stronger it gets, and the more control it has over our life. We can conquer this enemy within by identifying when it is triggered and what it is telling us. By seeing these negative thought processes as an alien point of view, as opposed to a reflection of reality, we are better equipped to counter the directives of our critical inner voice. By continually standing up to and challenging this internal enemy, we become stronger in our ability to live life freely based on our own desires, passions, and goals.

Taking a positive and proactive approach to our goals gives us the best chance of achieving lasting change. As we take on resolutions that will help us to become our best selves, we must treat ourselves with compassion, sensitivity, and respect. We must be brave in our battle to challenge deeply engrained behaviors and steadfast in our journey to live free of imagined limitations.

Little time left to head off longshoremen's strike

NEW YORK (AP) ? Shipments of products as varied as flat-screen TVs, sneakers and snow shovels could sit idle at sea or get rerouted, at great time and expense, if more than 14,000 longshoremen go on strike as threatened ? a wide-ranging work stoppage that would immediately close cargo ports on the East Coast and the Gulf of Mexico to container ships.

Commerce could be brought to a near standstill at major ports from Boston to Houston if the strike takes place on Sunday, potentially delivering a big blow to retailers and manufacturers still struggling to find their footing in a weak economy.

"If the port shuts down, nothing moves in or out," said Jonathan Gold, vice president of supply chain and customs policy at the National Retail Federation. And when the workers do return, "it's going to take time to clear out that backlog, and we don't know how long that it's going to take."

The 15 ports involved in the labor dispute move more than 100 million tons of goods each year, or about 40 percent of the nation's containerized cargo traffic. Losing them to a shutdown, even for a few days, could cost the economy billions of dollars.

In addition to transporting goods, U.S. factories also rely on container ships for parts and raw materials, meaning supply lines for all sorts of products could be squeezed.

"The global economy moves by water, and shutting down container ports along the East and Gulf coasts while the national economy remains fragile benefits no one," Deborah Hadden, acting port director at Massport, the public agency that oversees shipping terminals in Boston. It is not a part of the contract dispute.

Florida Gov. Rick Scott said "the livelihood of thousands of Florida families lies in the balance."

The master contract between the International Longshoremen's Association and the U.S. Maritime Alliance, a group representing shipping lines, terminal operators and port associations, expired in September. The two sides agreed to extend it once already, for 90 days, but they have so far balked at extending it again when it expires at 12:01 a.m. Sunday.

The union said its members would agree to an extension only if the Maritime Alliance dropped a proposal to freeze the royalties workers get for every container they unload. The Alliance has argued that the longshoremen, who it said earn an average $124,138 per year in wages and benefits, are compensated well enough already.

Federal mediators have been trying to push negotiations along, but there has been no word from either side on the progress of the talks since Dec. 24. As recently as Dec. 19, the president of the longshoremen, Harold Daggett, said the talks weren't going well and that a strike was expected.

The work stoppage would not be absolute. Longshoremen would continue to handle military cargo, mail, passenger ships, non-containerized items like automobiles, and perishable commodities, like fresh food.

Joseph Ahlstrom, a professor at the State University of New York's Maritime College and a former cargo ship captain, called container ships the "lifeblood of the country."

"We don't fly in a lot of products. It's just too expensive," Ahlstrom said. "The bulk of the products we import come in inside containers."

The White House has weighed in on the issue, urging dockworkers and shipping companies Thursday to reach agreement "as quickly as possible" on a contract extension. Obama spokesman Matt Lehrich said the administration is monitoring the situation closely.

If it happens, the walkout could be the biggest national port disruption since 2002, when unionized dockworkers were locked out of 29 West Coast ports for 10 days because of a contract dispute.

The ports only reopened after President George W. Bush, invoking powers given to him by the 1947 Taft-Hartley Act, ordered an 80-day cooling-off period. Some economists estimated that each day of that lockout cost the U.S. economy $1 billion. It took months for the retail supply chain to fully recover.

An East Coast port freeze would have its biggest impact at the Port Authority of New York and New Jersey, where 3,250 longshoremen handled 32.3 million tons of cargo in 2010. The authority is not a party to the contract dispute.

Other major ports affected would include Savannah, Ga., which handled 18 million tons, and Houston and Hampton Roads, Va., which each handled more than 12.5 million tons.

Thousands of other jobs would be directly affected by the shutdown. Truck drivers might not have any cargo to transport, tug boat captains no ships to guide and freight train operators nothing to haul.

Simultaneously, another labor dispute involving dock workers was playing out on the West Coast.

Longshoremen at several Pacific Northwest grain terminals worked Thursday under contract terms they soundly rejected last weekend. The owners implemented the terms after declaring talks at an impasse. The International Longshore and Warehouse Union has yet to announce its next move.

Workplace rules, not salary and benefits, have been the obstacle to a new deal.

The dispute involves terminals in Portland, Ore., Vancouver, Wash., and Seattle, where longshoremen have been working without an agreement since the last contract expired Sept. 30.

Google (GOOG) controls 67% of the search engine market in the U.S. and nearly 90% of market in the U.K. The former underdog defied odds by trying to alter the shape of the Internet just 15 years ago. It is now the most visited Web site in the nation.

Daniel Franklin, editor of The Economist?s World in 2013, says when companies are at the top of their game they need to become extra vigilant.

"That?s when technology companies need to be worried because there?s always the next start-up that comes along and challenges their preeminence," he notes in the attached clip.

?Google could find that people are worried about privacy issues,? he adds. "They?re worried about the tracking issue.?

Google has been subject to investigations by various authorities based on its invasion of user privacy. France?s data-protection authority is currently investigating Google, and the U.S. Federal Trade Commission fined the company nearly $23 million for tracking Safari users. The European Union is drafting new data protection legislation and the U.K. is responding by introducing a communications bill that limits data-mining power.

New search companies are seeing an opening in the market and are quickly establishing relationships with Web users. Search engine Duck Duck Go promises not to track any of its users and doesn?t employ cookies. The company's search queries have more than tripled in the past year but its interface is eerily similar to Google?s; the site even has an ?I?m feeling ducky? button.

Google will have to juggle an increasing number of investigations and regulations against its data policy in 2013 as well as monitor new search engines seeking to steal market share. But just how serious are these threats?

?I?m not saying Google will find itself vulnerable,? says Franklin, ?but these things can change very fast so Google has to be concerned and they will be watching all these things very closely I imagine.?

Elizabeth Gregory: Aging Sperm? Not the World's End

Judith Shulevitz's recent New Republic essay on how later parenthood is "upending American society" claims that delaying kids could lead us down a rabbit hole of genetic decline. The piece gathers much of its energy from new studies suggesting that male sperm quality decays with age.

While female infertility is old news, issues with male fertility create a new cultural frisson. Apparently, genetic errors may be introduced into sperm every time they divide -- which is often. So the children of some older men may have issues, cognitive and physical, that the kids of younger men don't generally face (at least not due to their dad's contribution to their DNA).

There's a lot of emphasis on the word "may" in the New Republic piece, since most of the evidence it's based on is inconclusive. And there's a strong element of anecdote as well. Fertility catastrophizing is an ongoing sport. Here are some links to other fertility scaremongering pieces of the past few years that turned out to be not the big problems the headlines suggested: the ovarian reserve scare, the later-parenthood autism scare, and the childlessness scare. Earlier this month we had the low-birth-rate scare (which turns out to really be about young women delaying kids in order to establish themselves -- a time-lag effect).

In the case of new dads over 50, several studies do suggest that their kids may have a higher rate of schizophrenia (about 1 percent) than those of younger dads (about 0.25 percent), and there may be links to other ailments. Time, and more completed studies, will tell. The same is true of studies of the effects of fertility treatments like Clomid on both kids and moms, which the essay also raises as potentially devolutionary. The data is still in the gathering stages.

As there has been all along, there's reason to ask women and their doctors to think through their fertility options before turning to fertility tech and drugs. Firm data on rates of pregnancy in the late 30s and early 40s is scarce, because doctors can't mandate that a big group of people have unprotected sex constantly for the sake of an experiment. But one study indicates that most women not already known to have an endocrinal disorder or blockage will get pregnant without aid in their late 30s within two years. Many find two years too long a wait before seeking fertility boosters -- and certainly it's reasonable for women to get their hardware checked out early on in their fertility efforts, or even before they're ready to start trying for kids. But of the 580,000 kids born to women 35 and over in 2010, only 5 percent involved IVF (per CDC and SART 2010 data). We can't track how many involved Clomid or IUI. Fertility treatments should be more regulated and tracked than they are. We know little about the long-term effects of the treatments we're using on a wide scale. But it's my opinion the presentation of data in this essay is questionable. Potential problems should be noted and discussed, but there's no basis for jumping to end-of-the-world conclusions. We are not falling off a fertility cliff.

Looking at the same question from the positive side, at least such hand wringing does open up discussion of these issues. Suggestions of declining quality of sperm among later dads shares out some of the weight that's been jammed on the shoulders of later moms in our fertility discourse.

Different from older moms' situation, however, these male fertility issues are addressable with relative ease. For women, IVF and egg donation involve injections of high doses of hormones with unknown long-term effects, huge expense for each attempt, and ethical questions over the use of poorer women's genetic material for the benefit of richer couples.

By comparison, for men worried about potential issues with their aging reproductive materials, arranging for sperm donation is a breeze. The cost is negligible, and no risky hormone injections are required. If you want familial DNA connections, there's the real option for many of using a nephew's sperm -- or that of a younger brother. Or, if you don't have such a handy relative, or it's not a real option given your family dynamic but you do hope to propagate your own DNA, you can push for further research around generation of new sperm cells from an individual's adult stem cells, skin cells or other tissue. If perfected, such advances could allow men (and, interestingly, women too!) to generate new sperm cells bearing their DNA. These would be free of the genetic errors that older sperm have, because they haven't divided as often. Some animal experiments along these lines have been successful.

The understanding that spermatic dynamism fades with time may surprise us for a few minutes. But viewed in wider context, it's not the end of the world, guys. Modern fertility is changing at lightning speed, and along with it the stratification of tasks based on gender. Many of our old-world assumptions are being upended. But for women, men, families, and society, the new options introduced by control of fertility are largely positive and open the way to ongoing positive cultural evolution.
