MADRID, Sept 29 (Reuters) - Spain's debt levels are set to rise next year, piling pressure on the government to apply for aid as it pours funds in to cash-strapped regions, an ailing banking system and rising refinancing costs, its budget showed on Saturday.

Spain's debt as a ratio of gross domestic product will reach 90.5 percent by end 2013, according to the document presented to parliament for approval, almost three times that registered before the property bubble burst in 2008.

The budget aims to make savings of around 13 billion euros ($16.7 billion) next year, largely by deepening already unpopular cuts in public sector wages, education, health and social services, fuelling anti-austerity protests.

"This is an austerity budget, but will serve to help us get over this long economic crisis and once again show that Spain is a trustworthy partner within Europe," Treasury Minister Cristobal Montoro told journalists after delivering the budget.

Spain is at the centre of the euro zone debt crisis as nervous investors demand ever higher premiums to hold Spanish debt on concerns the government cannot control its finances in the midst of a deepening recession.

Calls by wealthy northeastern region Catalonia for independence and the rising number of demonstrations on the streets of major cities have stoked doubts Spain can fix its problems without help.

Thousands of protesters gathered on Saturday in Madrid's Neptune plaza, between the Prado Museum and Parliament, for a third time this week to vent anger at politicians they accuse of pillaging the welfare state to bail out badly-run banks.

"This has to change. We have to show them we are not an anti-system minority but represent Spain's discontent and we are many. You only have to see the unemployment rate to see that," said state school teacher, Montse, 44, who was at the march with her unemployed husband and 11-year-old daughter.

Unemployment in Spain is more than double the European Union average, with half of all working-age under-26s unable to find jobs and shattered businesses laying off employees they cannot afford to pay.

Prime Minister Mariano Rajoy has delayed any plea for aid, which would kick-start a European Central Bank plan to buy debt and ease financing costs, though this week has passed reforms and the budget plan in what many see is an effort to pre-empt the likely terms of a bailout.

Rajoy, who said he is considering the conditions behind any aid request, is widely expected to wait until after regional elections in Galicia and the Basque Country before taking any decision.

RISING BORROWING NEEDS

The budget details spending cuts of 3.1 percent in health, 14.4 percent in education and 6.3 percent in unemployment benefits, as the recession, which began in the first quarter, drags on.

Spain will also slash state funding to commerce, tourism and small, and medium-sized companies by 18.8 percent and infrastructure by 13.5 percent.

The government will increase its reliance on international markets for funding next year, with gross debt issuance requirements of 207.2 billion euros, after budgeting in 2012 for gross issuance of 186.1 billion euros.

The cost of financing its debt, as benchmark 10-year bond yields rise to near unsustainable levels of above 6 percent, is expected to increase to 38.6 billion euros, or 3.6 percent of GDP, in 2013, the budget showed.

The Treasury must pay debt redemptions of 159.2 billion euros in 2013, up slightly from 153.2 billion euros in 2012.

The increase in the debt-to-GDP ratio was due the economic crisis and the effect of state instruments on public accounts, the Treasury said in the document.

The instruments include the power deficit bond programme, FADE, the service provider fund for regional governments, Spain's part in aid granted to Ireland, Greece and Portugal and the recapitalisation loan for the country's banks, it said.

Brussels on Thursday said the budget was a large step in the right direction. But many economists expressed doubt Spain's conservatives would be able to raise the cash the budget demanded as pension and debt-servicing costs rise.

"My general view is that this is an optimistic budget, in the sense that predictions for the contraction in 2013 are very optimistic," said Xavier Vives, economist at business school IESE, adding he expected the plans to be revised as with every other budget over the last four years.

The budget is based on the assumption GDP will shrink by 0.5 percent in 2013 year-on-year, though most economists expect a deeper slump.

DEFICIT JUMP

Spain will meet its 2012 public deficit target as dictated by European guidelines, Montoro said, but the shortfall will jump by more than one percentage point if aid to its struggling banks were taken in to account.

The Spanish deficit this year would be 6.3 percent of GDP, not including these payments to its banks, he said, but would rise to 9.4 percent of GDP last year and 7.4 percent of GDP this year if the aid was considered.

"Everything within the deficit derived from financial operations aren't included ... they're considered one-offs," Montoro said.

Spain has asked for up to 100 billion euros for its crisis-hit banks, though the debate among Spain's European partners rages over whether that money would go directly to its lenders or first via public coffers.

On Friday, an independent report showed Spanish banks will need up to 59.3 billion euros in extra capital to ride out the economic downturn.

The budget details on Saturday showed Spain's debt ratio included 30 billion euros of the planned 100-billion-euro aid request for the country's banks.

China seals Bo's fate ahead of November 8 leadership congress

BEIJING (Reuters) - China's ruling Communist Party accused disgraced politician Bo Xilai of abusing power, taking huge bribes and other crimes on Friday, sealing the fate of a controversial leader whose fall shook a leadership handover due at a congress from November 8.

The once high-flying Bo now faces a criminal investigation that stemmed from a murder scandal, and will almost certainly be jailed. With the Communist Party congress about six weeks away, further steps in the case could come before then, helping pave the way for a transition of power, experts said.

"Bo Xilai's actions created grave repercussions and did massive harm to the reputation of the party and state, producing an extremely malign effect at home and abroad," the official statement from a party leaders' meeting said, according to a report by the official Xinhua news agency.

Bo's wife Gu Kailai and his former police chief Wang Lijun have already been jailed over the scandal stemming from the murder of British businessman Neil Heywood in the southwestern municipality of Chongqing, where Bo was Communist Party chief.

The official statement carried by Xinhua said that in the murder scandal, Bo "abused his powers of office, committed serious errors and bears a major responsibility".

That charge appears to reflect accusations from Wang's trial that suggested Bo tried to stymie the murder investigation.

Reports that Bo, the "princeling" son of a revolutionary leader, could escape with a light punishment have now been dealt a fatal blow, and accusations of womanizing could further tarnish his reputation in the eyes of Chinese people.

But the few weeks left before the congress will probably not allow time for a trial, said He Weifang, a law professor at Peking University who has closely followed Bo's downfall.

"I think it's quite certain that he won't be able to escape punishment under the criminal law, but the timing makes it unlikely that will happen before the congress," said He.

"I'd guess that he'll get a jail sentence of 20 years or longer. The death penalty is unlikely, although the bribery charges could in theory allow it, if the amount is as huge as they say."

At the congress, Chinese President Hu Jintao will step down as party chief, almost certainly making way for Vice President Xi Jinping to emerge as top leader. Xi is then almost sure to be appointed state president at the annual parliament session, likely in March next year.

WARNING TO HEED EXAMPLE

Bo, 63, has been expelled from the party as well as the elite decision-making Politburo and Central Committee "in view of his errors and culpability in the Wang Lijun incident and the intentional homicide case involving Bogu Kailai", said the party announcement.

Bogu is his wife's official but rarely used surname.

Bo's "grave violations of party discipline" extended back to his time as an official in Dalian city and Liaoning province in northeast China, and as minister of commerce, said the statement from the Politburo.

"Party organizations at all levels must use the case of Bo Xilai's grave disciplinary violations as a negative example," it said.

Bo's son, Bo Guagua, who was a friend of the murdered Heywood, has remained largely silent throughout the fall of his parents. He appears to be still in the United States, after finishing graduate studies at Harvard University.

Since Bo Xilai was ousted in March, he has not been seen in public and has not been allowed to answer the accusations against him. At a news conference days before his removal, Bo rejected as "filth" and "nonsense" the then unspecified allegations against him and his family.

At the same time as announcing the slate of accusations against Bo, the party set the November 8 date for the congress that will unveil the country's new central leadership line-up. Eight is considered a lucky number in China.

The twin announcements will "significantly reduce perceived political and economic risks" and "help end policy paralysis," Ting Lu, China economist Bank of America/Merrill Lynch in Hong Kong said in an emailed research note.

"If anything, this should make markets and the general public somewhat assured that this is not really being delayed too far," Damien Ma, an analyst for the Eurasia Group who follows Chinese politics, said of the November 8 congress date.

LEFTIST SYMPATHISERS CRY FOUL

Bo, 63, was widely seen as pursuing a powerful spot in the new political line-up before his career unraveled after his former police chief, Wang Lijun, fled to a U.S. consulate for more than 24 hours in February and alleged that Bo's wife Gu had poisoned Heywood to death.

After his appointment as party chief of Chongqing in 2007, Bo, a former commerce minister, turned it into a showcase of revolution-inspired "red" culture and his policies for egalitarian, state-led growth. He also won national attention with a crackdown on organized crime.

His brash self-promotion irked some leaders. But his populist ways and crime clean-up were welcomed by many of Chongqing's 30 million residents, as well as others who hoped that Bo could take his leftist-shaded policies nationwide.

His likely trial could still stir that ideological contention. China's party-run courts rarely find in favor of defendants, especially in politically-sensitive cases.

After state television announced the charges against Bo, some leftist sympathizers insisted that he was the innocent victim of a political plot.

"I just still don't believe that Bo has so many problems with corruption," Han Deqiang, a leftist Beijing academic who has supported Bo, told Reuters. "We have to wait and see what else comes out. But I don't think we've been given the truth."

In March, Bo was sacked as Chongqing party boss, and in April he was suspended from the party's Politburo, a powerful decision-making council with two dozen active members.

The latest party statement also said Bo "had or maintained improper sexual relations with multiple women". It added that the investigation discovered clues of other, unspecified crimes.

"We'll have to wait and see what charges are accepted by the prosecutors in any indictment," said Li Zhuang, a Beijing lawyer who was jailed by Bo after raising allegations that Chongqing's anti-crime gang policies involved torture and other unchecked abuses. "The charges could change."

Kenya troops fight on beaches in assault on Somali rebel city

MOGADISHU (Reuters) - Kenyan troops launched a pre-dawn attack on the Somali port city of Kismayu on Friday in an assault to drive the al Qaeda-linked al Shabaab militants from their last major stronghold.

Residents said they could still hear shelling coming from the beach just outside Kismayu but that no Kenyan forces could be seen in the city centre where some imams called on their followers to join al Shabaab on the frontlines.

The loss of the southern port would deal a huge blow to al Shabaab as it is a lucrative source of revenue and a centre for operations over areas it has controlled in south-central Somalia since 2007.

The group, which formally merged with al Qaeda in February, has been steadily losing its footholds under sustained pressure from African peacekeeping forces (AMISOM) and Somali government troops for the past year.

While Kismayu's recapture would go a long way towards stabilizing Somalia, which has been largely lawless for the past 20 years, it may embolden the militants to retreat to the hinterlands and resort to more guerrilla-style attacks.

Kenyan military spokesman Col. Cyrus Oguna said Kenyan soldiers and Somali government troops had advanced on Kismayu from the north, south and from the sea.

"We're moving towards the main city. Our surveillance aircraft are monitoring every event taking place on the ground," Oguna told Reuters.

Residents reported fighting near the beach earlier on Friday, about 4 km (2.5 miles) outside the city, as military helicopters hovered overhead.

Locals said businesses were closed and many streets were deserted. Some masked men looked on from windows and balconies.

"We can hear deafening shells and the town looks dead. We don't know where to go, the jets are now flying over," said Rukia Jelle, who was watching the scene outside her home with her five children.

Al Shabaab, which counts foreign al Qaeda-trained fighters among its ranks, is seen as one of the biggest threats to stability in the east and Horn of Africa. It has received advice from al Qaeda's leadership, counter-terrorism experts say.

The group flourished in south-central Somalia in the wake of an unpopular Ethiopian incursion in late 2006 to rout another Islamist administration, installing order and endearing itself to large pockets of the population.

But their draconian measures, including amputations and beheadings, as well as the decision to block international aid during the famine last summer, cost them support.

Western nations have for years poured money into stabilizing Somalia, unnerved by a rising tide of Islamic militancy.

Those efforts seem to have paid dividends in the past year.

An internationally-funded peacekeeping force has driven the militants out of key urban strongholds, an EU naval force is clamping down on piracy, and a new president was elected in a largely corrupt-free process earlier this month.

There have also been targeted drone strikes against senior militant commanders. Kenya deployed troops inside Somalia last October, blaming the militants for attacks on Kenyan soil.

KISMAYU "NOT A PIECE OF CAKE"

The Kenyan military spokesman predicted an easy takeover.

"For now, we're not everywhere. We've taken a large part of it without resistance," he said.

Al Shabaab, however, said it would not surrender Kismayu.

"Going into Kismayu is not a piece of cake. For us, this is just the beginning, our troops are spread everywhere," Sheikh Abdiasis Abu Musab, al Shabaab's spokesman for military operations, told Reuters on Friday.

Abdirashid Hashi, an analyst with the International Crisis Group said the loss of Kisamyu would be a "huge psychological blow" and a "significant loss" for the militants.

"The die-hard members will continue with their destabilization strategy of targeted killings, suicide bombings and IEDs (roadside bombs)," Hashi told Reuters.

"The low-level footsoldiers will just see them as a losing proposition," he said.

Hashi also said the loss of funding from local taxes would hurt them less as the group morphed into a more fluid guerrilla force.

Al Shabaab's radio station, Radio Andalus, was still airing live in Kismayu, urging residents to take their guns and join the 'jihad', Ismail Suglow, a Kismayu resident, said.

Yunis Osman, who attended Friday prayers at Kismayu's Dabaqeyn mosque, said the preacher urged people to join al Shabaab.

"The imam said mujahideen and civilians should go to the frontlines near the beach to fight. Many nodded their heads in affirmation," he said.

A woman named Halima said some residents who support the militants had already joined them with guns at the frontline.

Hashi said the fighters, who have been in Kismayu for the last five years, would have prepared for an assault they knew was coming after African troops seized Mogadishu, Afmadow, Baidoa, Beledweyne, and Marka.

"I am sure they have some contingency plans and have sent supplies outside the city," he said.

The fallout from Kismayu's eventual capture is far from clear. The city is home to rival clans who will be jockeying for power, especially over control of the port due to lucrative tax revenues.

The U.N. refugee agency said there had been a spike in residents fleeing the city on Thursday. More than 13,000 people have fled Kismayu since the beginning of September after Kenyan forces began targeting al Shabaab's positions in the city.

Stocks are falling mid-morning Friday, the last trading day of the third quarter. But the major U.S. market indexes have rallied all year in the face of continued concerns about the health of the U.S. economy, the European debt crisis and slowing growth in China.

The S&P 500 Index (GSPC) has gained more than 6% in the current quarter and 15% since January. The Dow Jones Industrial Average (DJI) is up nearly 5% in the past three months and 10.4% year-to-date.

The economic fundamentals are still weak in the U.S. ? the economy grew a paltry 1.3% in the second quarter ? but the Federal Reserve's aggressive bond-buying program pledges to stimulate growth have in turn helped lift stocks higher.

Investors and hedge funds alike have welcomed the Fed's stimulus measures ? commonly referred to as quantitative easing ? with open arms. Even as the stock market has flirted with new highs, a growing number of investors are becoming risk averse.

According to a new survey by Russell Investments, just 31% of investors say stocks are undervalued ? a 35% drop since the beginning of July. There are a lot of questions hanging over the market as it enters the fourth quarter: the outcome of the presidential election, the possibility of a "fiscal cliff" (i.e. a potent combination of large-scale tax hikes and spending cuts) and the likelihood that the tax code will be overhauled.

President Barack Obama and Republican challenger Mitt Romney have a few more weeks to convince voters that their respective economic policies are the best for moving the country forward. The latest Wall Street Journal/NBC News poll shows voters are split on the candidates when it comes to fixing the economy. But 42% of respondents say they believe the economy will improve in the next 12 months.

From an investor standpoint, Americans have benefited under the president. The S&P 500 has increased 74% and the Dow 67% since President Barack Obama took office in January 2009. Another Obama term could mean more good news for investors - at least in the short term.

According to the Stock Trader's Almanac, stocks have advanced in every fourth quarter since World War II (excluding 1948) when an incumbent president wins the election. The Daily Ticker's Aaron Task and Henry Blodget point out in the accompanying video that markets are presently acting like President Barack Obama will be re-elected.

The?Curiosity rover's latest Mars photo?captured the planet's largest Martian moon, Phobos, during a Martian evening, revealing the satellite as a faint crescent moon.

"Moon Over Mars: I snapped a pic of one of Mars' moons, Phobos, in the twilight sky over Gale crater," NASA's Curiosity team announced on the mission's Twitter page @MarsCuriosity, writing as the rover itself, on Wednesday (Sept. 26) ? the same day Curiosity made its longest drive yet.

The photo shows Phobos as a faint white crescent that almost blends in with the Martian sky. A black blemish also appears in the image, but is merely the result of a bad pixel in the image data, rover officials said.

"When you send images from 179 million miles away, stuff happens," they added via Twitter.?

The new photo of Phobos is Curiosity's latest view of Martian moons from the surface of the Red Planet. Earlier this month, Curiosity snapped photos of Phobos as it crossed part of the sun, creating a partial?solar eclipse on Mars.

Mars has two moons, Phobos and Deimos, both of which are much smaller than Earth's moon. Phobos is about 14 miles wide (22 kilometers), making it the largest Martian satellite. Deimos is about 9.3 miles across (15 km) at its largest point and is farther from Mars than Phobos.?

The Curiosity rover's Phobos photos are just part of the science work the car-size robot has been performing on Mars. The rover landed inside the planet's vast Gale Crater on Aug. 5 and is currently driving toward its first science destination, a location called Glenelg.

On Wednesday, Curiosity drove 160 feet (48.9 meters) closer to Glenelg, marking its longest single drive of its mission so far. To date, the rover has covered about a quarter-mile (416 meters) on Mars.

NASA's?Mars rover Curiosity?is expected to spend at least two years exploring Gale Crater to determine if the region could have ever supported microbial life. Mission scientists plan to drive the rover up a 3-mile (5-km) mountain ? Mount Sharp ?that rises from the crater's center.

NASA will hold a press conference today at 2 p.m. EDT (1800 GMT) today to update the media and public on Curiosity's progress on Mars. You can watch the press conference?live on SPACE.com here.

LONDON (AP) - Wayne Rooney returned from a monthlong injury absence, helping Manchester United to a 2-1 victory Wednesday that eliminated Newcastle from the League Cup. Arsenal and Tottenham advanced with ease on Wednesday.

Anderson and Tom Cleverley scored for United. Rooney, recovering from a right leg injury, played 76 minutes.

Arsenal advanced to the fourth round by thrashing Coventry 6-1, with Olivier Giroud scoring his first goal for the London club and Theo Walcott getting two goals.

1. Favorites

A good man can remember a few of his woman?s favorite things: colors, flowers, movies. But I?ve yet to meet a man who knows it all. I use Evernote to keep track of all the little stuff I notice LK fancies. The latest addition was her favorite cereals.

2. Wishlist

LK and I subscribed to the idea of wish lists a long time ago. It?s a simple way to create a win-win scenario when a special day on the calendar rolls around. I maintain a wishlist note of things LK has asked for and will take pictures of gift ideas I stumble upon.

3. Shopping list

I tweeted this nugget of wisdom last weekend after LK sent me to the store:

LK keeps a running list on the side of the fridge. When she needs me to go food shopping I just snap a photo with Evernote and head out the door. If there are necessities I think of during the week I add them to Evernote with a ?shopping? tag and can easily refer to the list later.

4. Important info

Husbands play all kinds of roles. Handyman, taxi driver, spider slayer. Evernote is a fantastic tool for capturing incidental, but important information. Most recently I snapped a photo of the business card for LK?s doctor and the hospital across the street. It came in really handy when our daughter was born 18 days early.

5. Baby stats

(How?s that for a segway, huh?). At the hospital there are nurses coming and going, a small mountain of forms and truckloads of information being thrown at you. Evernote to the rescue. I was able to jot down Kiwi?s weight, length and store a few precious photos from her first hours in the world.

6. Date night

Last, but certainly not least. I?m a cheesy romantic, but it?s hard to conjure a memorable date night out of thin air. With tags like ?date night?, ?live music?, ?karaoke?, ?seafood?, etc you can maintain a pipeline of ideas you can access on the fly.

7. Anniversary

Rumor has it men are terrible at 1) remember and 2) planning anniversaries. I really don?t know how it?s possible, but I hear it happens. Anyway, Evernote will save your bacon because you can store destination, restaurant and activity ideas. It?s my turn to plan our annual getaway this year and because of Evernote I?m barely breaking a sweat.

Even with an oversized cranium I can?t remember everything. Evernote serves as a digital brain that I can organize, index and refer to across multiple platforms from any device.

The year was 1972. The Watergate scandal had broken, The Brady Bunch was popular on TV, and Mark Spitz won a record seven gold medals at the Munich Summer Olympics. That was the same year Dr. Joe Smey joined the physical therapy faculty at UConn.? Forty years later, Dr. Smey has retired after a long and successful career at the university, having become an icon to physical therapy students across Connecticut and beyond.

Smey, also an UConn alum, said he has always loved the Storrs campus, but never imagined he would spend 45 years of his life here.

He first set foot on the UConn campus in 1963 to begin his undergraduate education. Originally from Naugatuck, CT, he was a member of the UConn football team as well as the second family member to become a Husky, following the footsteps of his sister, Barbara.

While he considered several majors, his personal interest in athletics and sports medicine steered him toward physical therapy. Growing up with a cousin with polio also affected his choice. But the defining moment, he recalled, was when he was being treated for a football injury by the UConn athletic trainer and struck up a conversation with the team quarterback, who was taking courses in physical therapy.

?That talk, and the field itself, really resonated with me,? Smey said. ?Looking back, I can say without a doubt that taking the physical therapy path became the best decision I ever made.?

Smey joined the U.S. Public Health Service after graduation and was afforded the opportunity to serve as a staff physical therapist in an outpatient clinic in southern California while simultaneously earning a MA in physical therapy from the University of Southern California.? He was subsequently assigned back home in Connecticut as chief physical therapist at the U.S. Coast Guard Academy in New London. After holding a similar role at Lawrence and Memorial Hospitals, he joined the University of Connecticut as an assistant professor in physical therapy and spent the next four decades making a local, regional and national impact in the physical therapy field.

Smey built a successful career, first starting in the faculty and progressing into leadership roles, including becoming director of the physical therapy program and later associate dean and dean of the School of Allied Health. ?Along the way he earned his EdD from Clark University in education and program management and served as Director of Rehabilitation at John Dempsey Hospital in Farmington.? He did this while simultaneously running the PT academic program in Storrs.? The position at John Dempsey helped him learn more about clinical practice and the management side of physical therapy.? He also served various leadership roles in both the Connecticut Physical Therapy Association and American Physical Therapy Association.? When physical therapy transitioned from the School of Allied Health to the School of Education, Smey happily returned to the classroom and taught in the Doctor of Physical Therapy Program.

?Fred Adams, the first dean of the School of Allied Health and the first African-American dean at UConn, helped the younger faculty in physical therapy realize the value of diversity,? Smey said. ??I learned a lot from him and the team of leaders brought to the school.?? Early in his career, as President of the Connecticut Physical Therapy Association, Smey indicated that he knew just about every physical therapist in the state.? He began to become increasingly concerned about issues of diversity and gender equity in physical therapy and began to use his contacts locally and nationally to encourage a more diverse population to consider physical therapy as a career.? He also spearheaded an initiative nationally to eliminate economic and career barriers recognized to exist for women in the field.? He went on to serve on national task forces, and participate in nationwide workshops, focusing on racial diversity and gender equity in physical therapy and allied health.

Smey acknowledged his love for teaching from the very beginning. He realized he had a lot to learn, but he always valued getting to know the students as well as he could.? ?I include humor in anything I?m teaching. Whether it?s neurology or management, it?s been a long-term interest to use humor as a way to connect with the students.?

?I try to be participatory in a sense of knowing the students,? he added. ?I?ve had such pride in my teaching, and I?ve always felt I?ve done a good job.?

Faculty member and PT alumnus Dr. Pamela Roberts was one of many students affected by Smey?s work as PT Program director.

?I was co-teaching and had courses of my own, in addition to clinical experiences I coordinated. As an adjunct faculty member, I was working full-time hours,? Roberts recalled.

?Joe mentored me toward applying for a full-time tenure track position. My interview was just days after my second child was born. Joe was thoughtful and moved the interview to the ground level.?

Roberts ended up getting the position and worked along-side Smey for many years. She said he supported and encouraged her through her tenure years, including suggesting that she continue her education. Years later, when Roberts worked for the State

Department of Education for therapy services in schools, she ran into a lot of PT alumni. ?Invariably, their first question had something to do with Joe Smey. They share stories of Dr. Smey and site him as the motivator, the challenger, the supporter, the leader they wanted to become. They ask about other faculty, but the first question is always about Dr. Joe Smey.?

Another student dramatically impacted by Smey was Roland Perreault, who finished the program in 1982 and stayed in contact with Smey throughout the years. As members of the Connecticut Physical Therapy Association, they would often encourage one another on critical issues related to their profession.

?Dr. Smey ran for the APTA Board of Directors, and I was there to support him. Throughout this time, Dr. Smey served as mentor to me and countless others regarding our duties and responsibilities as members of the professional association,? Perreault said.

Perreault also mentioned the legacy of Smey: ?Dr. Smey has been the face and name of the PT program over these many years, and the evolution of the program. For so many graduates and friends of the program, that identity will be greatly missed.

?(He) has been a leader because he allowed himself to grow and evolve into a socially and culturally aware person and has been willing to take on the challenges affecting the underrepresented and the most needy.?

?I am proud to have him as a teacher, mentor, colleague and friend,? said Perreault. ?He has remained committed to causes of the profession and social action. His insight has influenced many of his students and encouraged a culture within the program toward awareness and service to others.?

Smey?s impact on students was monumental from day one, according to Chuck Cota, who was in Smey?s class the first year he taught at UConn: ?He was young, not much older than the students he was teaching. Yet from those early years, he was a dynamo, very enthusiastic about the PT profession and passionate about his love for UConn,? recalled Cota.

Smey?s lectures were also sprinkled with personal experiences that always made the subject matter easier to grasp, Cota said. ?At the end of those first classes, Smey would always ask us if he was doing okay. He wanted so much to help us be good clinicians and ambassadors for the school.?

As the years went by, Smey would take great pride to hear of the accomplishments of his former students?and never missed the opportunity to brag about them, Cota said.

Cota?s three sons would also eventually go on to UConn and study under Smey. ?They are grateful for Joe?s guidance while in school. He was never too busy to advise them in their careers or take the time to listen,? said Cota.

?It seems fitting that I was in Dean Smey?s first class and our son Kevin (DPT ?12) was in his last graduating class of therapists,? Cota said proudly. ?Joe?s career has spanned generations of physical therapists, and his impact on the profession for years to come. Joe is a ?rock star? in the work of physical therapy.?

Audit faults screening used for Mamtek incentives

JEFFERSON CITY, Mo. (AP) ? Missouri's economic development agency could have done a better job of screening applicants for business incentives, and the state could have saved millions of dollars if it had tightened guidelines for tax credits, the state auditor said Tuesday.

A report released by Auditor Tom Schweich concludes that the Department of Economic Development, the city of Moberly and private entities were not diligent enough in reviewing Mamtek U.S. before authorizing incentives for the company to build an artificial sweetener facility projected to employ more than 600 people. A legislative committee reached a similar conclusion earlier this year, though the state agency has defended its review process.

Construction of the sucralose factory halted one year ago after Mamtek failed to make a payment toward $39 million of bonds issued in 2010 by Moberly's development agency. The state had offered additional incentives of up to $17 million, but they never were paid because Mamtek didn't trigger their criteria before failing.

Since then, Attorney General Chris Koster filed theft and fraud charges against Mamtek CEO Bruce Cole; the federal Securities and Exchange Commission brought a civil suit seeking financial penalties against Cole; Moberly's credit rating was downgraded; bankruptcy proceedings were initiated against Mamtek and its assets are to be auctioned off Oct. 24.

The audit cites various ways in which state and local officials could have done a better job of scrutinizing Mamtek's perations, including its available financial resources and the apparently false assertion that it had an affiliate in China already producing sucralose.

"What I see is obvious red flags being ignored, and to me that implies a strong desire to get this through ? to the point that sometimes they were blinded to the risks of the project," Schweich said Tuesday.

In a written response included in the audit, the Department of Economic Development said it "performed substantial due diligence related to the Mamtek project." A department spokesman declined further comment Tuesday.

In February 2011, the department adopted new due diligence procedures for its business incentives, which Schweich praised as "significant improvements" but said could be strengthened even further.

While announcing the criminal charges last week, Koster said "there were opportunities, perhaps, for more due diligence" in the Mamtek project.

The state House Committee on Government Oversight and Accountability issued a report in February also faulting due diligence efforts. It said the department should have forwarded to Moberly officials an email from its consultant in China raising questions about whether Mamtek actually was producing artificial sweetener there.

It also said private-sector bond consultants and credit-rating agencies should have more thoroughly scrutinized Mamtek and the city's ability to repay the bonds.

Among its many recommendations, the House committee said all municipal bonds should be subject to public votes.

The audit noted Missouri has no law limiting the amount of appropriation-backed bonds that can be issued by local governments, nor does it require they be placed on the ballot for approval.

Schweich's audit also addressed broader tax credit policies, recommending lawmakers prohibit projects from being able to claim multiple tax credits ? a suggestion also made last year by the Tax Credit Review Commission but hasn't been enacted.

The audit said Missouri issued $134 million of tax credits for project costs claimed under more than one program between the 2000 and 2011 fiscal years. Developers could have been issued up to $3.27 in federal and state tax credits for every $1 of project costs, the audit said.

Additionally, the audit said Missouri could have saved $68 million over that period if it had followed the federal government's lead by reducing the amount of low-income housing tax credits available for developers who also claimed historic preservation tax credits.
