TORONTO - Jose Bautista hit his 38th home run, Ricky Romero won his sixth straight decision and the Toronto Blue Jays beat the Tampa Bay Rays 7-3 on Monday night to avoid a four-game sweep.

Adam Lind added a two-run homer as Toronto snapped a season-high four-game losing streak and overcame a two-homer night from Rays designated hitter Johnny Damon.

Bautista tied Yankees outfielder Curtis Granderson for the major league lead in homers with a solo drive in the sixth that hit off the facing of the third deck in left.

Romero (13-9) allowed three runs and six hits in six innings. The left-hander, who walked four and struck out two, has not lost since July 16 against New York. The Blue Jays have won each of his eight starts since, and Romero is 6-0 with a 2.11 ERA in that span.

Damon followed Desmond Jennings' game-opening walk with a homer in the first, then added a leadoff shot in the fifth, his first multihomer game of the season and the 13th of his career.

Battered state vows to solve Mexican security woes (Reuters)

MONTERREY, Mexico (Reuters) ? Despite suffering one of the worst attacks on civilians in Mexico for years, the state of Nuevo Leon is undaunted because it believes a radical police overhaul will soon start winning the drug war.

President Felipe Calderon declared three days of mourning after at least 52 people died on Thursday in an arson attack on a casino in Nuevo Leon's capital Monterrey, a wealthy city that increasingly has fallen prey to the ravages of drug cartels.

In an interview with Reuters, Nuevo Leon Interior Minister Javier Trevino said the state had a "unique" plan to beat organized crime -- starting with getting rid of half the police force, much of which had been corrupted by money from cartels.

"There are some municipalities here that used to have 800 (police officers) and now they have 80. Why? Because we started cleaning up and firing people and putting them in jail," Trevino said late on Saturday. "Then we started from scratch."

In 2009, when Rodrigo Medina, now 39, became governor of Nuevo Leon, one of Mexico's richest states, the municipal and state police numbered around 8,000, said Trevino.

Today that total has fallen to around 3,500.

But far from planning to cut the police presence, Nuevo Leon aims to rebuild the force and raise the number of officers to 14,000 by the time Medina's term ends in 2015.

"To get to our objective we need to recruit 2,000 new elements (officers) every year for the next five years," said Trevino.

Rooting out corruption in the police has taken time, and the past two years have seen a sharp rise in drug-related killings in Nuevo Leon, notably in Monterrey, which was once seen as a role model for Latin American development.

Many locals blame Medina for the jump in fatalities.

Yet the situation in Nuevo Leon has coincided with a surge in violence across Mexico since Calderon sent in the army to crush the cartels when he took office in December 2006.

In response to Thursday's attack, Medina ordered a probe into local casinos, saying 12 in Monterrey were illegal and that no new licenses would be issued in the state.

On Saturday police impounded hundreds of electronic gambling machines from local casinos, which analysts say have been targeted for extortion by warring drug gangs.

BETTER PAY

Trevino insisted the state government was unfazed by the latest setback and that Nuevo Leon was ready to start putting its money where its mouth is on better policing.

From 2011, minimum salaries for police officers have risen to 14,000 pesos ($1,120) from 9,000 pesos a month, he said.

"If you go and see other states it'll be around 6,000 or 7,000 pesos," Trevino added. "Plus we're paying benefits of 1 million pesos on (life) insurance."

Scholarships for children of police and housing benefits are also part of the package on offer to attract better recruits, who now have to pass tougher exams, Trevino said.

Local businesses and universities have also been brought on board to try and help make Monterrey's streets safe again.

Nuevo Leon's overall strategy, which includes stepping up coordination between federal and state authorities, judicial reform and investment in social programs, could serve as an example for the rest of Mexico, Trevino said.

"That's the idea. It's very ambitious but it's the only way out. You're not going to solve the security problem with bullets alone. We must support the social fabric, with a good legal framework and improve the standard of living," he said.

FDA warns of heart risks with high doses of Celexa (AP)

WASHINGTON ? Federal health regulators are warning doctors not to prescribe high doses of the antidepressant Celexa, because of the risk of fatal heart complications.

The Food and Drug Administration said in an online posting that the drug can interfere with the heart's electrical activity at doses above 40 milligrams.

The label for Celexa previously stated that some patients should receive 60 milligrams, but the FDA has eliminated that language. "Studies did not show a benefit in treatment of depression at doses higher than 40 mg per day," the FDA states.

The new label will emphasize that Celexa should not be used in patients with congestive heart failure and other conditions that affect the heart's pumping action.

We'll bring you the latest on Irene, set to become the first major hurricane to hit the East Coast in seven years, here.


2:15 p.m. ET: Another North Carolina county, Carteret, tells visitors and some island residents to leave before Hurricane Irene gets too close, Associated Press reports. Officials ordered a mandatory evacuation for all visitors and non-residents starting at 1 p.m. Thursday. Residents of the Bogue Banks, a barrier island that includes Atlantic Beach, Emerald Isle and other beach communities, are supposed to leave starting Friday at 6 a.m. Four shelters are being set up at county schools, which will be closed Friday. The county offers an array of hurricane preparedness information, including a list of emergency evacuation pet-friendly hotels.

2 p.m. ET: New York City offers a map of hurricane evacuation zones, where residents are urged to prepare for heavy rain, storm surge and strong winds. You?can also find out if you?re in an evacuation zone by filling in your address on an online form.

1:30 p.m. ET: Hoboken, N.J., officials urge residents to be prepared, and even make plans to get away. Mayor Dawn Zimmer says, "We will continue to monitor the situation as the storm progresses, and if conditions warrant it, will call for an evacuation, but at this time we are asking residents with family or friends in the area or the ability to stay elsewhere to consider leaving town early for the weekend. This is a threat that residents must take seriously."

1:10 p.m. ET: Finally, some good news: It looks as though Hurricane Irene may spare the capital of Bahamas, Nassau, a major tourist destination with 200,000 residents. While it's been pummeling the smaller islands, it poses less of a risk to the capital.

Manmohan Singh calls all-party meet on Hazare protests (Reuters)

NEW DELHI (Reuters) ? Prime Minister Manmohan Singh has called an all-party meeting for Wednesday to seek an end to nationwide protests led by the 74-year-old Anna Hazare whose health is a growing concern as the self-styled Gandhian activist enters the second week of fasting.

Hazare has lost nearly six kgs since he began his fast to demand a bill for creating an autonomous, powerful anti-corruption agency -- the Lokpal -- a campaign that has drawn support from the middle class and seen tens of thousands protest against Singh's government.

Hazare remained lying on a public stage on open ground in the capital New Delhi, surrounded by hundreds of supporters in the monsoon heat where open toilets and spilling waste were starting to cause outbreaks of food poisoning and illnesses.

"His health is weakening by the hour," Kiran Bedi, a former police officer and one of India's best known anti-graft campaigners who works with Hazare, told Reuters.

"But so far the doctors say he is not in danger."

With key state elections next year that pave the way for a 2014 general election, the government must end a crisis that has paralysed policy making and parliament and added to Singh's unpopularity amid high inflation and corruption scams.

Many of India's middle class, the fastest growing population segment, have joined forces with Hazare to protest a system that requires bribes for everything from driver's licences to birth certificates and a series of graft scandals that have touched top politicians and businessmen in Asia's third largest economy.

But while Singh has hinted he is open to dialogue and there are moves to tweak the government's own heavily-criticised graft bill in parliament to meet some of Hazare's demands, Singh still has not sent any official representatives to meet with Hazare.

"I only see that the government is organising itself, but nothing in concrete has come to us," Bedi said.

Hazare, who has carried out scores of hunger strikes over the last few decades to pressure governments, has been visited by Hindu gurus, former judges and Bollywood actors. But he has refused to have any politicians on his stage.

Hazare's deteriorating health could force the government to decide whether to force feed him -- a move that could spark further protests against a fumbling government of elderly ministers widely seen as out of touch.

A group of left and regional party members staged a sit in of parliament on Tuesday, one of two opposition party protests against the government this week. The main Hindu nationalist opposition Bharatiya Janata Party is organising a nationwide protest against the government on Thursday.

In another sign of possible compromise, Jairam Ramesh, a minister and Congress Party stalwart, publicly lent support to Hazare's demand that his team only negotiate with mediators from the prime minister's office, or with Rahul Gandhi, the son of the Congress party chief, as opposed to a third party.

"That is a way out," Jairam Ramesh told reporters on Monday. He also said the government was mulling introducing a separate bill to tackle graft in the lower orders of bureaucracy, which had been another demand from Hazare.

But criticism of Hazare's hunger strike has also surfaced from activists and academics who say it is setting a bad precedent by holding democratic institutions hostage with his uncompromising stand. There have been criticisms from Muslim groups that he is too close to radical Hindu groups.

Hazare was briefly jailed last Tuesday, a move the government sought to reverse quietly. But he refused to leave prison until the government allowed him to continue his vigil, in public, for 15 days. He was released on Friday to huge cheering crowds and widespread media coverage.

Several scandals, including a telecoms bribery scam that may have cost the government up to $39 billion, led to Hazare demanding anti-corruption measures. But the government bill creating a Lokpal was criticised as too weak as it exempted the prime minister and the judiciary from probes.

BofA shares drop, debt insurance costs jump (Reuters)

CHARLOTTE, North Carolina (Reuters) ? Bank of America Corp (BAC.N) shares posted their steepest drop in 2-1/2 years on Tuesday as investors worried that the biggest U.S. bank might face big writeoffs.

The cost of insuring the bank's debt against default spiked to record levels.

Bank of America shares closed 1.9 percent lower at $6.30 after falling as much as 6.4 percent during the day. The shares pared losses, and credit swaps largely retraced, as a broader stock market rally helped assuage investor fears about the economy.

In a blog post on Tuesday, former securities analyst Henry Blodget said the bank could have $100 billion to $200 billion of writeoffs and troubled assets to sort through. These potential write-offs could eat into a substantial portion of the bank's $222 billion of book value.

"That's why Bank of America's stock is tanking. The owners of that stock will be the first folks to get hit if Bank of America has to raise more capital," Blodget wrote on Business Insider, his collection of blogs.

Bank of America fired back at Blodget in a statement, calling his claims "exaggerated and unwarranted," echoing language the U.S. Securities and Exchange Commission used in a 2003 complaint against Blodget. Blodget, a former Internet analyst at Merrill Lynch, was barred from the securities industry as part of a settlement with the SEC over alleged conflicts in his research.

Bank of America said the exposures that Blodget identified as the source of possible losses were inaccurate, with his sovereign exposure being off by a factor of 10.

The volley between Bank of America and Blodget was the latest example of analysts and investors disagreeing with the bank. Since June, a number of analysts have said Bank of America needs to boost its capital levels by about $50 billion to comply with new global standards. At least some of that extra capital could come from issuing stock, several analysts have said.

The bank itself says it can reach target capital levels by selling assets and earning more money. The bank has some time to comply with the Basel III capital rules, which are to be phased in from 2013 through 2019.

Some analysts agree. Rochdale Securities analyst Dick Bove told television news outlets on Tuesday that the bank does not need to raise capital, whatever happens to its share price, and that Bank of America has ample liquidity.

Chief Executive Brian Moynihan told investors on a recent conference call that the bank did not view issuing more shares as an option, after having already diluted its shareholders so much during the financial crisis.

Some analysts have suggested the bank will need to raise capital if the proposed $8.5 billion settlement over Countrywide Financial Corp-created mortgage-backed securities falls apart.

Outside investors have been pushing for the bank to repurchase toxic mortgages from the securities, amid allegations the loans do not meet initial guarantees made when the securities were bought, and now total $100 billion in unpaid principal.

Others said pressure on the bank is increasing the chances of a capital raise.

In a note to clients, JPMorgan Chase & Co analysts upgraded Bank of America's stock to neutral from underweight, on the belief the declining stock price and rising debt insurance costs will force a capital raise.

"We think it is getting more difficult for management to ignore this sentiment," JPMorgan Chase analysts Kabir Caprihan and Matthew Hughart said in a research note.

Regulators seem generally unconcerned.

At a news conference on Tuesday, the Federal Deposit Insurance Corp's acting chairman said he is comfortable with the overall amount of capital at U.S. banks.

"As a general matter I would say the answer to that is yes," Acting Chairman Martin Gruenberg said in response to a question about the amount of capital banks are holding.

DOWNWARD SPIRAL

The drop in the bank's shares on Tuesday was their fourth consecutive daily decline.

"It's on a self-fulfilling downward spiral. I don't know what's going to make BofA go up," said Mark Coffelt, head portfolio manager at Austin-based money manager Empiric Advisors.

The shares fell even as the KBW Bank Index (.BKX) and the S&P 500 Index (.SPX) rose 3.3 percent and 3.1 percent, respectively.

Credit default swap insurance on the bank's unsecured debt jumped as much as 65 basis points to 435 basis points, before retracing to 385 basis points, meaning it would cost $385,000 per year for five years to insure $10 million in bonds, according to Markit.

The level is just under the record level of 386 in March 2009, Markit data show.

Traders said weakness in credit derivatives helped fuel downward pressure on the shares, as markets feed off each other. Bank of America shares closed Tuesday at levels not seen since March 2009.

The key arteries of the financial system -- the ability of banks and other institutions to borrow from one another on a short-term basis -- continued to show rising stress on Tuesday, but not at levels associated with the panic of 2008.

The cost for a bank to borrow from another bank for three months in U.S. dollars, known as the London Interbank Offered Rate, continued to rise, hitting 0.31178 percent Tuesday morning from 0.30300 on Monday.

The pressures were most acute at European banks, which continued to pay more than other banks for short-term funding. Most European institutions paid more than the LIBOR fixing.

Clashes near Gadhafi compound in Libyan capital (AP)

TRIPOLI, Libya ? Heavy clashes have broken out near Moammar Gadhafi's compound in the Libyan capital.

Rebel spokesman Mohammed Abdel-Rahman says that tanks emerged from the complex, known as Bab al-Aziziya, early Monday and began firing.

An Associated Press reporter at the nearby Rixos Hotel where foreign journalists are staying could hear gunfire and loud explosions that have been going on for more than 30 minutes.

No further details were immediately available on the fighting.

Abdel-Rahman says that Gadhafi troops remain a threat to rebels advanced into the city Sunday, and that as long as Gadhafi remains on the run the "danger is still there."

TRIPOLI, Libya (AP) ? Euphoric Libyan rebels took control of most of Tripoli in a lightning advance Sunday, celebrating the victory in Green Square, the symbolic heart of Moammar Gadhafi's regime. Gadhafi's defenders quickly melted away as his 42-year rule crumbled, but the leader's whereabouts were unknown and pockets of resistance remained.

State TV broadcast Gadhafi's bitter pleas for Libyans to defend his regime. Opposition fighters captured his son and one-time heir apparent, Seif al-Islam, who along with his father faces charges of crimes against humanity at the International Criminal Court in the Netherlands. Another son was under house arrest.

"It's over, frizz-head," chanted hundreds of jubilant men and women massed in Green Square, using a mocking nickname of the curly-haired Gadhafi. The revelers fired shots in the air, clapped and waved the rebels' tricolor flag. Some set fire to the green flag of Gadhafi's regime and shot holes in a poster with the leader's image.

The startling rebel breakthrough, after a long deadlock in Libya's 6-month-old civil war, was the culmination of a closely coordinated plan by rebels, NATO and anti-Gadhafi residents inside Tripoli, rebel leaders said. Rebel fighters from the west swept over 20 miles (30 kilometers) in a matter of hours Sunday, taking town after town and overwhelming a major military base as residents poured out to cheer them. At the same time, Tripoli residents secretly armed by rebels rose up.

When rebels reached the gates of Tripoli, the special battalion entrusted by Gadhafi with guarding the capital promptly surrendered. The reason: Its commander, whose brother had been executed by Gadhafi years ago, was secretly loyal to the rebellion, a senior rebel official Fathi al-Baja told The Associated Press.

Al-Baja, the head of the rebels' political committee, said the opposition's National Transitional Council had been working on the offensive for the past three months, coordinating with NATO and rebels within Tripoli. Sleeper cells were set up in the capital, armed by rebel smugglers. On Thursday and Friday, NATO intensified strikes inside the capital, and on Saturday, the sleeper cells began to rise up.

President Barack Obama said Libya is "slipping from the grasp of a tyrant" and urged Gadhafi to relinquish power to prevent more bloodshed.

"The future of Libya is now in the hands of the Libyan people," Obama said in a statement from Martha's Vineyard, where he's vacationing. He promised to work closely with rebels.

By the early hours of Monday, opposition fighters controlled most of the capital. The seizure of Green Square held profound symbolic value ? the plaza was the scene of pro-Gadhafi rallies organized by the regime almost every night, and Gadhafi delivered speeches to his loyalists from the historic Red Fort that overlooks the square. Rebels and Tripoli residents set up checkpoints around the city, though pockets of pro-Gadhafi fighters remained. In one area, AP reporters with the rebels were stopped and told to take a different route because of regime snipers nearby.

Abdel-Hakim Shugafa, a 26-year-old rebel fighter, said he was stunned by how easy it was. He saw only about 20 minutes of gunbattles as he and his fellow fighters pushed into the capital at nightfall.

"I expect Libya to be better," said Shugafa, part of a team guarding the National Bank near Green Square. "He (Gadhafi) oppressed everything in the country ? health and education. Now we can build a better Libya."

In a series of angry and defiant audio messages broadcast on state television, Gadhafi called on his supporters to march in the streets of the capital and "purify it" of "the rats." He was not shown in the messages.

His defiance raised the possibility of a last-ditch fight over the capital, home to 2 million people. Government spokesman Moussa Ibrahim claimed the regime has "thousands and thousands of fighters" and vowed: "We will fight. We have whole cities on our sides. They are coming en masse to protect Tripoli to join the fight."

But it seemed that significant parts of Gadhafi's regime and military were abandoning him. His prime minister, Al-Baghdadi Al-Mahmoudi, fled to a hotel in the Tunisian city of Djerba, said Guma el-Gamaty, a London-based rebel spokesman.

NATO Secretary-General Anders Fogh Rasmussen said Gadhafi's regime was "clearly crumbling" and that the time to create a new democratic Libya has arrived.

It was a stunning reversal for Gadhafi, who earlier this month had seemed to have a firm grip on his stronghold in the western part of Libya, despite months of NATO airstrikes on his military. Rebels had been unable to make any advances for weeks, bogged down on the main fronts with regime troops in the east and center of the country.

Gadhafi is the Arab world's longest-ruling, most erratic, most grimly fascinating leader ? presiding for 42 years over this North African desert nation with vast oil reserves and just 6 million people. For years, he was an international pariah blamed for the 1988 bombing of a Pan Am jumbo jet over Lockerbie, Scotland, that killed 270 people. After years of denial, Gadhafi's Libya acknowledged responsibility, agreed to pay up to $10 million to relatives of each victim, and the Libyan rule declared he would dismantle his weapons of mass destruction program.

That eased him back into the international community.

But on February 22, days after the uprising against him began, Gadhafi gave a televised speech vowing to hunt down protesters "inch by inch, room by room, home by home, alleyway by alleyway." The speech caused a furor that helped fuel the armed rebellion against him and it has been since mocked in songs and spoofs across the Arab world.

As the rebel force advanced on Tripoli on Sunday, taking town after town, thousands of jubilant civilians rushed out of their homes to cheer the long convoys of pickup trucks packed with fighters shooting in the air. One man grabbed a rebel flag that had been draped over the hood of a slow-moving car and kissed it, overcome with emotion.

Akram Ammar, 26, fled his hometown of Tripoli in March and on Sunday was among the rebel fighters pouring back in.

"It is a happiness you can't describe but also some fear. It will take us time to clear the entire city. I expect a long time for Libyans to get used to the new system and the new democracy," he said, dressed in camouflage pants and black shirt and sporting the long beard of a conservative Muslim. "But in the end it will be better."

The rebels' leadership council, based in the eastern city of Benghazi, sent out mobile text messages to Tripoli residents, proclaiming, "Long live Free Libya" and urging them to protect public property. Internet service returned to the capital for the first time in six months.

The day's first breakthrough came when hundreds of rebels fought their way into a major symbol of the Gadhafi regime ? the base of the elite 32nd Brigade commanded by Gadhafi's son, Khamis. Fighters said they met little resistance. They were 16 miles from the big prize, Tripoli.

Hundreds of rebels cheered wildly and danced as they took over the compound filled with eucalyptus trees, raising their tricolor from the front gate and tearing down a large billboard of Gadhafi. From a huge warehouse, they loaded their trucks with hundreds of crates of rockets, artillery shells and large-caliber ammunition.

One group started up a tank, drove it out of the gate, crushing the median of the main highway and driving off toward Tripoli.

The rebels also freed more than 300 prisoners from a regime lockup, most of them arrested during the heavy crackdown on the uprising in towns west of Tripoli. The fighters and the prisoners ? many looking weak and dazed and showing scars and bruises from beatings ? embraced and wept with joy.

"We were sitting in our cells when all of a sudden we heard lots of gunfire and people yelling 'God is great.' We didn't know what was happening, and then we saw rebels running in and saying 'We're on your side.' And they let us out," said 23-year-old Majid al-Hodeiri. He said he was captured four months ago by Gadhafi's forces crushing the uprising in his home city of Zawiya. He said he was beaten and tortured while under detention.

From the military base, the convoy sped toward the capital.

Mahmoud al-Ghwei, 20 and unarmed, said he had just came along with a friend for the ride .

"It's a great feeling. For all these years, we wanted freedom and Gadhafi kept it from us. Now we're going to get rid of Gadhafi and get our freedom," he said.

The uprising against Gadhafi broke out in mid-February, and anti-regime protests quickly spread. A brutal regime crackdown quickly transformed the protests into an armed rebellion. Rebels seized Libya's east, setting up an internationally recognized transitional government there, and two pockets in the west, the port city of Misrata and the Nafusa mountain range.

Gadhafi clung to the remaining territory, and for months neither side had been able to break the other.

In early August, however, rebels launched an offensive from the Nafusa Mountains, intending to open a new, western front to break the deadlock. They fought their way down to the Mediterranean coastal plain, backed by NATO airstrikes, and captured the strategic city of Zawiya.

Rebel fighters who spoke to relatives in Tripoli by phone said hundreds rushed into the streets in anti-regime protests in several neighborhoods on Sunday.

"We received weapons by sea from Benghazi. They sent us weapons in boats," said Ibrahim Turki, a rebel in the Tripoli neighborhood of Tajoura, which saw heavy fighting the past two days. "Without their weapons, we would not have been able to stand in the face of the mighty power of Gadhafi forces."

Thousands celebrated in the streets of Benghazi, the rebels' de facto capital hundreds of miles to the east. Firing guns into the air and shooting fireworks, they cheered and waved the rebel tricolor flags, dancing and singing in the city's main square.

When rebels moved in, the regime unit guarding the capital, known as the Mohammed Megrayef battalion, surrendered and its commander ordered its troops to put down their arms. Al-Baja, the rebel official, said that the commander, Barani Eshkal, had secretly defected earlier to the rebels, embittered by the 1986 execution of his brother, who had joined a coup attempt against Gadhafi.

Eshkal also pointed out to the rebels the hiding place of Gadhafi's son Seif al-Islam in a hotel, al-Baja said. Rebel chief Mustafa Abdel-Jalil in Benghazi confirmed to the AP that the rebels captured Seif but refused to give details.

In the Netherlands, the prosecutor at the International Criminal Court, Luis Moreno-Ocampo, said his office would talk to the rebels on Monday about Seif al-Islam's transfer for trial. "It is time for justice, not revenge," Moreno-Ocampo told the AP.

Seif al-Islam, his father and Libya's intelligence chief were indicted earlier this year for allegedly ordering, planning and participating in illegal attacks on civilians in the early days of the violent crackdown on anti-regime protesters.

Another son, Mohammed, was under house arrest. Mohammed, who is in charge of Libyan telecommunications, appeared on the Arabic satellite channel Al-Jazeera, saying his house was surrounded by armed rebels.

"They have guaranteed my safety. I have always wanted good for all Libyans and was always on the side of God," he said. Close to the end of the interview, there was the sound of heavy gunfire and Mohammed said rebels had entered his house before the phone line cut off.
